The clip commences with a brief program promo for The Twilight Zone (the newer version, not the original 1960s show). The sign-off portrays a man chilling out in his recliner watching TV (presumably it's tuned to Channel 28). Realizing its time to turn in, he gets off the recliner, lets his dog outdoors, staggers off to the bedroom, and puts out the light. To the webmaster, this sign-off is slightly reminicent of sign-on and sign-off clips used by WDBJ-TV 7 in Roanoke, Virginia in the late 1970s, when I was in high school. I would certainly love to find video of those clips!
